These felt wings are super easy to make and look amazing! I use this costume for my bearded dragon around Halloween and throughout the year for cosplay. And its not just good for bearded dragons, you can make these for any pet!

Supply List:
Half a bottle of Elmer’s glue
3 cups of water
2 pieces of Felt in different colors
Pen
Scissors
Construction paper
Seran wrap
Tape
Pipe cleaners
And if you can also use a hot glue gun that works best but if not then just regular glue.  

Instructions:

Fill up a tray with 3 cups of water, add half a bottle of elmers glue and stir it together. Let this sit while you work on the felt so that the glue can dissolve into the water.

You will be using two different colors of felt for the wings. One color will be the base. The second color will be an outline. This gives a lot of shape and structure to the wings, making them look more interesting. 
Draw out your design on a sheet of paper. 
Cut out your design. 
Use a pen to trace it onto the felt. Do this twice.
Now cutout the bone outline. 
Use a pen to trace this onto the other piece of felt. This should be a different color. Do this four times.
Cut out all your designs from the felt. 
Now put each piece of felt into the water and really let it soak. 
Make a cone out of the construction paper. One end should be larger than the other end. And wrap it in seran wrap. 
Then ring out the felt.  
Place the bone outline over the wing. 
Place both of these over the cone to dry. It will take 1 to 2 days to dry. 
Once dry, you can use either elmers glue or a hot glue gun if it needs some touch ups. 
Glue the pipe cleaners to the wings and you are done!
