From simply defining what an independent expenditure (aka IE) is to discussing contribution limits, this article aims to provide background and clarity on IEs and how they work.What is an independent expenditure?An independent expenditure is political spending for communication that expressly advocates for or against a specific candidate or ballot measure but is not coordinating with the named candidate or committee. The communication could be digital, radio, or TV advertising, or direct mailer, or any other form of direct political communication to voters. Who can and can’t make independent expenditure?Individuals, political committees (PACs), super PACs, corporations, and labor organizations are allowed to make independent expenditures. Nonprofits, federal government contractors and foreign nationals, on the other hand, are prohibited from running independent expenditure campaigns.Speaking of Super PACS, what is a super PAC?A super PAC is an independent expenditure-only political action committee (PAC). They may raise and spend unlimited amounts of money for or against candidates or ballot measures, so long as they do not coordinate with any affected campaign or committee.
