These are my notes in support of safety improvements on Ulster / Abbotsford Streets and Grey / Beale Streets, for a presentation to the Infrastructure and Transport Committee on Tuesday 5 March 2024. 1. Ulster Street - Anybody regularly using Ulster Street will have seen people of all ages crossing. An increasing number of these are Whitiora School children. In 2016 the school roll* was 165 students. Last year (2023) the roll had increased to 287 students (a 76% increase). Many of these children are crossing Ulster Street to get to school. Ulster Street is a four-lane, 60 km/h road with high but declining car traffic counts, but with increasing bus traffic and patronage (latest numbers show bus usage being 16.3%** above last year’s record numbers). The numbers of pedestrians crossing Ulster Street are very likely to increase, as according to the 2018 Census figures, in this area 47.7% do not go to education by car and 21.7% of people are under the age of 15 years***.
